It is with great sadness that we learned of the passing of Robert Phillip Haire, a dedicated community leader and advocate for education. Haire passed away peacefully following a stay in hospice. His wife, Connie, shared the news with NCCAT.
Throughout his distinguished career, Phil Haire made an indelible mark on the fields of law, public service, and education. In his honor, his family and friends established an NCCAT Honored Educator Scholarship, reflecting his lifelong commitment to supporting educators and the advancement of learning.
Haire’s career included notable service as a Captain in the U.S. Air Force, Vice Chairman of the N.C. Bar Association Board of Governors, Chairman of the Senior Lawyers Division, and Chairman of the N.C. State Bar District Presidents. He was also a seven-term representative in the North Carolina House of Representatives, representing the citizens of Haywood, Jackson, Macon, and Swain counties from 1999 to 2012.
Haire's commitment to education extended beyond the legislature. He served for 12 years on the UNC Board of Governors and spent five years on the Board of Trustees at Western Carolina University. His influence on education was further cemented by his work on the original planning committee for the North Carolina Center for the Advancement of Teaching (NCCAT), where he championed the importance of excellence in teaching.
Reflecting on Haire’s legacy, NCCAT Executive Director Dr. M. Brock Womble said, “Phil was a tireless advocate for education and a key figure in shaping the foundation of NCCAT. His passion for supporting teachers was evident in everything he did. We are deeply saddened by this loss, and his impact will continue to inspire us.”
As Haire once remarked about NCCAT during its formation, “NCCAT is a tangible expression of the citizens’ high regard for excellence in teaching.” His words still resonate with the values the organization holds today.
